This epic misprint is the result of a make-ready process, where sheets are printed and trashed as the printing press warms up. This sheet was used for calibration of the press for both the French and English printings.
As a result, the frame and art are blurry because two printings are overlaid, but the English text is misplaced enough that both sets of text are clearly legible. This sheet left the factory with a worker after being "destroyed" by ripping a portion of it, and was later cut into cards. There are exactly two copies of this Scalding Tarn in the world (rares appear twice on a sheet and mythics once).
A second sheet exists, but the overlaid text is fairly faint and not at all on the same level, and that sheet has not been cut into cards to my knowledge.
